Gov't Offers Indebted Consumers More Debt
There are some things that you can't really parody, but I'll try: "Gov't Offers Jack Daniels to Recovering Alcoholics".

You forgot to mention they're using the consumer's own money to do it, which would've been better spent on reducing their debt rather than lining the pockets of Gub'ment officials and credit card executives.
Good point. That should read: "Government takes the Jack Daniels that the recovering alcoholic had put away, opens the bottle and waves it in front of the alcoholic's face."
